I agree with almost all of these points. Many are very simple and require very little technical expertise or design ability. Some are a little bit more detailed and may require some thoughts about the fundamental requirements of your website.

While I don't think that every website has to follow all of these rules, I think that every website should have at least made an active decision that the rule is not suitable for them.
